POSITION: Head of Rail Planning

Our client is recruiting for this newly created role to further enhance its market sector profile and penetration. This role will be pivotal in engaging with public and private sector strategic clients to ensure that projects are identified early, that customer needs are understood and that our client is the consultant of choice.
The successful Head of Rail Planning will be responsible for:
•All aspects of rail strategy, planning, economics, forecasting and modelling.
•Operational management of a team of Rail Planners, Economists and Modellers involving work planning, performance management and skills/careers development.
•Business development, client liaison and enhancement of the company within the sector.
•Project director/management, responsible for timely delivery of business cases ranging from forecasts of revenues and economic benefits and operating costs.
•Project overview and management for developments of transport demand model, likely using PLANET or Emme/3 modelling.
•Specialist rail advisor on multi-modal infrastructure projects including master plans and the transport assessment for project planning applications.
•Depending on project, deliver railway sector operations and economic advice to support Government White Papers on a range of proposed infrastructure expansions.
•Leadership on projects involving detailed demand, revenue, economic benefit and operating cost forecasts for proposed service enhancements.
•Lead transport advice for the master plans and the transport assessment for project planning applications.
•Provide rail sector overview and operational analysis as a key strategic addition to business planning & development, client liaison and enhancement of the company
•Sector overview and operational analysis to develop business cases, bids, tenders and project delivery
•Prospect capture through client engagement and bid management.
•Resource planning and management including career development.
•Specialist input to projects, checking and review of project deliverables.
Potential candidates should meet the following requirements:
•Relevant degree qualifications. Further qualifications such as MSc/MA/PhD will be of benefit but not essential.
•Chartered status (or equivalent)
•A sector leading strategic railway advisor with sector project funding analysis and expert witness
•Experience of team management and growth and leadership with exposure to skills development, transfer and enhancement in alignment to business demands.
•Extensive public and private sector strategic involvement in rail transport planning and development of transport strategies
•Be able to manage geographically dispersed teams
•Experience of analysis and evaluation of rail services and identification of additional infrastructure/signalling works required
•A depth of experience in rail and transport studies, forecasting, modelling, economic evaluation, traffic management, environmental assessment, surveys data collection/processing, public consultation and project management.
•A professional and effective communicator
•An effective team leader capable of motivating and inspiring the best performance
•Strong business and commercial acumen, recognized industry specialist.
•Motivated and driven to succeed and ability to identify and capture opportunities
•Commitment to follow-through and to achieve the right results first time
