Department & how it relates to the role:
Asset Management brings Infrastructure Maintenance and Engineering together; giving greater decision making to the people directly involved ensuring delivery of required outputs efficiently and effectively. Functionally, its objectives are to develop and deliver policies, standards, technological solutions and to deliver maintenance works to these assets to facilitate the resourceful and cost effective management of the railway, today and for the future.

The Head of Finance and Commercial is responsible for the development of the contract and procurement arrangements including formulating and awarding high value complex contracts and supplier management. They will also be responsible for project accounting, all aspects of management reporting, internal control and financial reporting. They will carry out independent challenge and appraisal of proposed business decisions. They will ensure there are effective programme and project controls within national programme, implementing appropriate processes and reporting.

Key Accountabilities:
· Define, implement and maintain high value innovative commercial and contracting strategies for the national investment Programme.
· rovide specialist advice on all contract, procurement and commercial issues and maintain links with other functions so as to develop joint initiatives and deliver improvements.
· Influence and liaise with other national programme to maintain consistency in commercial approach to supply market
· Represent Network Rail interests by influencing relevant external bodies maintaining compliance with appropriate legal and regulatory requirements.
· Lead and inspire the team to maintain full engagement in meeting business objectives. Adhere to professional reporting lines.
· Manage the Corporate Governance process for the function, maintaining compliance with relevant technical accounting standards. Where required, maintain procedures and systems of internal control to protect safe stewardship and custody of assets and maintain the integrity of the associated financial records.
· Proactively challenge the management of financial and business risk and opportunities.
· Conduct financial reviews of departmental performance.
· Manage the business planning process in delivering business objectives, including development of action plans, monitoring of progress and identification of corrective action.
· Manage the recovery of income for third party projects.
· Appraise all investment proposals and provide analytical information to assist in making investment decisions.

Job Skills, Experience and Qualifications:
Essential:
· Membership of a relevant professional body with chartered status and/or educated to degree level.
· Relevant experience in the successful contract and procurement management of major programmes of work in the construction and/or rail industries.
· Strong commercial focus and financially astute.
· Detailed knowledge of Contract requirements safety and contract requirements environment.

Desirable:
· Experience of contracts and procurement processes and procedures within Network Rail.
· Experience of the contract and procurement activities associated with the specific national Programme.
· Experience in project accounting and commercial responsibility for major projects and/or contracts
