Brief Description
		
We have responded to the challenge of rapidly growing demand for passenger and freight services by implementing a new approach to supply chain management. The recently formed Category Management team is at the heart of this process through its ownership of top-level strategies for all major spend lines. Small focussed teams are responsible for developing and co-ordinating commercial strategies for a portfolio of categories (e.g. IT, Telecoms, Buildings &amp; Civils, Services, Electrification and Signalling).  Each portfolio covers spend in excess of £100m pa, and the team has a clear mandate to deliver a marked change in value through supplier innovation, cost reduction, service improvement and collaborative working.

About the role
		
Lead Category Managers each own one of the category portfolios.  This role is likely to be focussed initially on the Signalling portfolio, although category responsibilities may change over time.  Current priorities for Signalling include optimising materials procurement for the next five years, increasing the pace and effectiveness of new technology introduction, and reduction of supply chain risks associated with the signalling asset base.
 
As a Lead Category Manager you will be empowered to challenge the status quo and maximise commercial advantage to the business. Strategic influencing skills will be vital to developing relationships with senior directors in Network Rail and major suppliers, thereby driving truly integrated business planning and delivery.

In this role candidates will need experience in working with suppliers to develop and deploy new  technologies and whole-life supply chain solutions. You will be recognised across the business as the expert in the supply markets in your portfolio.
 
Specific Accountabilities
 
·         Own client relationships and work collaboratively with the business, leading the development and implementation of innovative category strategies which meet Network Rail’s current and long-term business requirements, applying fact-based principles based upon rigorous demand and supply analyses, maximising benefits and opportunities and minimising risk to the business.
·         Oversee the development and maintenance of robust business-wide demand and prioritised opportunity forecasts for specific Category Groups. Maximise commercial advantage for the company as a whole by challenging the status quo and promoting cross-functional decision making and total cost of ownership principles.
·         Identify and deliver agreed savings targets through the identification of cost reduction and efficiency opportunities
·         Sponsor the delivery of sourcing and post contract management activities to meet the needs of the category strategy, maintaining ownership of required outputs and benefits. 
·         Provide visibility, insight and expertise into supply markets, and use this information and other available resources to constantly review trends, dynamics and significant developments.
·         Develop a range of global strategic suppliers, and manage strategic and complex relationships to deliver business benefit and performance optimisation from both supplier and Network Rail perspectives.
·         Take ownership of Network Rail demand data to be reported regularly to the supply market
·         Maintain consistency in commercial approach to supply market through out Network Rail and manage and control compliance across category group spend.

You will produce specifications and acceptance criteria for Signalling Level Crossings engineering works to achieve the required scope and quality in accordance with company engineering policies.
 
Role Responsibilities:

Inspect and prioritise renewal proposals for inclusion in the Signalling engineering workbank.  Provide support to the production and prioritisation of the national business plan.
Develop allocated renewal and enhancement schemes to meet Network Rail’s goals prior to handover to delivery.  Following handover, support the development and
implementation of projects to confirm the renewal requirements are sufficient, correctly interpreted and any changes agreed. Check that completed schemes are appropriately assessed to determine they meet the project remit.
Specify acceptance criteria for Signalling engineering works including design approval, acceptance of equipment and hand back to maintenance as appropriate.  Audit acceptance processes are being discharged appropriately.
Work with members of the other asset management teams to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and identify critical technical problems.
Identify issues of national significance and elevate to the national team.
Check that accurate and comprehensive records relating to the existence, configuration and modification history of Signalling engineering assets are maintained and that they accurately reflect their current ‘as built‘ status.
Participate in investigations of incidents relating to renewals where required.
Carry out engineering verification activities in support of the national programme.
Carry out asset condition inspections that will inform the Signalling asset condition database and the renewals work bank.

You’ll be expected to take the lead in your duties, which means you have to be assertive and in command of many different situations. You will be the focal point of all railway operations in your specific area. Good communication is key to everything you’ll do.

Brief Description:

The main purpose of this role is to assist with the design of signalling systems to meet customer requirements, complying with technical, safety, quality and environmental standards.  Assist with on-site correlation of signalling infrastructure and office-based updating/monitoring of records. 

Key Accountabilities:
 
·         Assist with the preparation and preliminary/like for like monitoring of design details associated with mechanical, electro-mechanical and electronic signalling systems, as directed, including: Signalling Plans, Control Tables, Aspect Charts, Interlocking Diagrams, Wiring Diagrams, Cable Plans, Remote Control, Track Circuit Plans, Traction Bonding, Immunisation / Cathodic Protection, Signalbox Diagrams / Panel Design, Level Crossing Protection Equipment, Contractors Drawings, Signalling Power supplies, Stage Works, SSI / IECC software and hardware, Materials lists and estimates and mechanical drawings.
·         Assist with the preparation and issue of design details and undertake updating of technical records using modern techniques / technology in design as appropriate, deputise for Signalling Designer as directed.
·         Assist in activities associated with testing for new or modified systems / installations as directed.
·         Assist with the provision of on-site production / monitoring service, including assistance in special investigations
·         Assist with on site visits for the investigation and resolution of infrastructure design deficiencies and assist with the correlation of the signalling infrastructure.
·         Assist with technical correspondence, liaise with internal and external customers and attend meetings as directed by their Line Manager.
·         Assist with the investigation, survey, evaluation and production of statistics, as directed by their Line Manager.
Maintain appropriate IRSE license / competency levels.

Job Skills, Experience and Qualifications:
 
Essential:

·         Working towards an ONC/OND Electrical Engineering or equivalent qualification
·         IT Literate (Basic)
·         Communication Skills

Desirable:

·         CAD Experience
·         To gain IRSE Assistant Designer Licence within a reasonable time-scale
·         Correlation Experience
·         CDM &amp; Risk Assessment awareness

Detailed Job Description  

As a Project Engineer in the signalling discipline you will be responsible for providing expertise and support to the project delivery team based in York.

You will act as Designated Project Engineer in accordance with (Company Procedures. You will be responsible for the preparation of technical specifications for tendering and subsequent reviews along with the acceptance of designs submitted by contractors and consultants; ensuring they are in compliance with Railway Company and Industry Standards &amp; Procedures on allocated projects. 

Duties would also include agreement on site construction methods and ensuring works are undertaken safely and at minimum risk to Network Rail operational infrastructure.
Attendance at testing and commissioning and bringing into service is also a requirement.

Do you have: 

Experience in signalling design and construction. 

Experience of railway industry infrastructure engineering. 

Technical qualification to a minimum level of HNC/HND in a core Engineering subject. 

Membership of a Professional Institute such as IET or IMechE etc 

Chartered or Incorporated Engineer Status 

The candidate must be capable of working with the minimum of supervision.

The Infrastructure Projects, Southern Signalling team deliver re-signalling projects, interlocking renewals and re-control projects across Wessex, Sussex, Kent and Anglia.

Brief Description:

This position will form part of a multi-disciplinary team that will ensure appropriate engineering standards are used in relation to design and construction on allocated projects on the Anglia Route.

The project team are currently developing some of the largest projects within the IP-Signalling Southern portfolio, with opportunities to work with the latest signalling technologies and contribute to the change of the Anglia Route operating strategy. The role is based in East Anglia House (London) working on the following projects; 
Development of Norwich to Yarmouth re-signalling,
Development of Cambridge area re-signalling/re-locking/re-control 
Delivery of Ely West Curve Bi-Directional Enhancement
Development of Colchester re-control
 
Key Accountabilities:
 
Implement Network Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
Monitor allocated projects so that they are engineered to the standards and specification, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards.
Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail's environmental policy.
Monitor design and specialist consultants and contractors.
Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage so that the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
Monitor so that the contractor's design/construction/specialists personnel are competent.
Undertake reviews of design and/or construction activities.  Arrange audits of contractors to monitor safety, environment and quality of design, construction, testing and commissioning and that management systems are adequate.
Identify and share best practice across the various project teams.
Undertake the duties of Designated Project Engineer
 
Job Skills, Experience and Qualifications:
 
The candidate should have experience of delivering multi-disciplinary re-signalling projects from a signalling perspective. This candidate is required to undertake the duties of Designated Project Engineer (DPE) on multi discipline Railway Projects joining an established multi disciplinary team to manage design and/or construction activities for engineering activities on allocated projects. Such that appropriate engineering standards are used in relation to design and/or construction within the programme with compliance to the requirements of GRIP, relevant legislation, Group and company standards and Network Rail procedures.
