Supporting the Risk Management function within the Trust the post holder will act as the Trust’s competent person in fire safety related issues in accordance with all the relevant fire safety legislation and guidance. Specifically:

•	Regulatory Reform (Fire Safety) Order 2005
•	NHS Firecode: HTM suite of documents 05 series
•	Department for Communities and Local Government guides

Act as the Trust specialist for all fire safety matters and contribute to the development of Trust strategy and implementation of effective processes, procedures and systems.

To design, develop, benchmark and deliver effective fire training workshops (classroom, face-to-face, ward based, etc) for all staff, including contractors, agency and bank staff, not directly employed by the Trust.

To plan, observe, assess and report on regular fire drills for all premises occupied by Trust staff.

Shall ensure there are sufficient numbers of trained fire wardens for each area within each building, 

To advise staff at all levels on all fire safety related matters pertaining to premises owned or occupied by the Trust.

Shall work closely with line manager to ensure the Trust meets all of its statutory and common law (patient care) obligations in regards to all aspects of premises fire safety, systems compliance and staff training.

Will carry out regular inspections and audits of all Trust space to ensure full compliance with statutory requirements and industry best practices

To review a number of fire risk assessments each year 

To maintain accurate records of all fire safety activities in accordance with Trust procedures.


QUALIFICATIONS AND EXPERIENCE

•	Membership of the Institute of Fire Engineers and/ or National Association of Healthcare Fire Officers
•	Sound working knowledge of the Fire Code suite of documents and Healthcare guides
•	Knowledge of relevant legal influences in the field
•	Evidence of formal training associated with Fire Safety Risk Assessments
•	Experience in a similar environment / NHS and/ or large/ Healthcare organisation
•	Evidence of on-going professional development and/ or advanced qualifications in fire safety
•	Thorough working knowledge of Fire and Health Safety Legislation and relevant codes of practice relating to fire
•	Thorough knowledge of Fire Risk Assessment process
•	Thorough understanding and knowledge of Health Service Fire Safety
•	Experience as a fire safety/ training officer 
•	Extensive fire safety experience
•	Management responsibility experience 
•	Working knowledge of building services techniques, systems and standards
•	Familiarity with NHS technical documents, British Standard Codes of Practice, Building Regulations and European Directives

• Determine quantity of work scope to produce accurate and realistic estimates for works 
• Provide cost, budget and pricing schedules to Bid Managers 
• Provide estimates to Project Managers for contract variations and claims 

The successful candidates Key Tasks include: 

• Establish likely progress and completion rates 
• Produce contract cost codes, targets and const breakdown structures 
• Prepare cost breakdowns, subcontract prices and delivery budgets preparing and submitting quotations, Compare quotes by different suppliers and subcontractors 
• Research the market to identify associated costs of delivering project including materials, labour, plant 
• Calculate final figure for estimated cost to include allowances for overhead and profit margins 
• Support procurement in obtaining best value quotations and pricing 
• Evaluations of options or alternatives. 

The successful candidate will have previous experience of: 

• Thorough knowledge of estimating practice and principles 
• Experience of estimating on rail projects of £2 million plus in value 
• Knowledge of standard forms of contract and their administration 
• Proven experience of working to tight deadlines 
• Experience of working for a contractor in a client facing environment 
• Awareness of all rail disciplines
