As a Driver Team Manager your role will ensure drivers are examined and addressed as competent in accordance with company standards to provide a safe and efficient train service. You will be responsible for complying with the relevant railway group standards to maintain the required level of competence for drivers using appropriate available technology (OTMR, Simulators and voice recordings) in rules and regulations, traction knowledge, route knowledge, practical driving skills, general safety training and safety Communication.

Other responsibilities will include assisting the Senior Driver Team Manager in the formulation of driver operational specifications and procedures; manage and investigate delay minutes within your area of responsibility; ensuring that budgeted targets are met, and ensuring that all staff in your team are briefed in accordance with company standards; undertake all accident and incident investigations involving drivers, ensuring interviews are conducted and reports are produced which include conclusions and recommendations.

Detailed Accountabilities

1.         Manage the development of proposal remits to describe engineering requirements, capabilities, scope and operational performance targets adequately.  Challenge sponsoring engineers to optimise the business case by monitoring and value managing business and technical remits.

2.         Manage all engineering and development activities and interfaces to deliver schemes that are affordable, meet safety &amp; environmental requirements, are delivered on time and satisfy cost and quality requirements including carrying out independent checking of safety critical signalling design documentation.

3.         Manage the development of suitable engineering options for a proposal giving full consideration to safety, reliability, capacity, maintainability, ease of construction, environmental/whole life issues and compliance to standards.  Participate in selecting a single option.  Adopt risk ID and evaluation methods (e.g. HAZOP, QRA, LRM, and the GK/RT/14200 suite).  Prepare or monitor preparation of reports, papers etc as necessary.

4.         Monitor that designers are up to date regarding training, briefings, etc. 

5.         Confirm that change control is maintained, evaluating cost, time and performance impacts.

6.         Manage, and undertake where necessary, the preparation of the full engineering data package required for detailed design.  Participate in responding to issues and queries, as required.

7.         Support the Construction Design Management (CDM) planning supervisor.  Monitor, and undertake where necessary, cross-discipline engineering checks of all relevant aspects of the proposal.

8.         Manage the quality and quantity of Network Rail and supplier staff resources for the feasibility stages of project development.

9.         Manage Project Engineers to deliver approved method statements for site works and surveys to required standards.  Undertake the Project Engineer role, if necessary.

10.   Monitor and audit consultants and contractors during GRIP stages 2-4.

Whilst connected to the rest of the national network, the unique nature of the high speed line means that we operate under our own Safety Authorisation from the Office of Rail Regulation and maintain the railway to standards that are different from those that apply to the rest of the network.

The Safety &amp; Assurance section is responsible for monitoring our continued compliance against these standards as well as managing the competence database.
 
About the role 
   
This is a temporary position is for a period of 12 months, commencing in early September 2010, providing maternity cover for the Safety Information Analyst.

The successful applicant will have the opportunity to gain a valuable insight into the way in which the high speed railway is managed and operated.

Reporting to the Competence Management System Manager, you will have the following key responsibilities, although, as a member of a small team you will be expected to be flexible and adaptive as the situation requires:

1.       Compile the period safety and environment assurance report, quarterly performance reports of train operators and contractors and the annual company safety report, and assist in the compilation of special topic reports and provision of relevant information to enable the compilation of other general reports.

2.       Review, each period, business unit data, process it using specially written suite of programmes, and prepare charts and tables for inclusion in the safety and environment assurance report. Provide analysis of the safety performance for Network Rail (CTRL), its contractors and train operators. Collect and disseminate safety and environment assurance information. 

3.       Develop communications with the function and business unit representatives for the exchange of information and data relating to performance measures, working with Information Management team in developing relevant computer software tools and processes.

4.       Assist in the annual review and long-term development of health and safety key performance indicators and risk measures, with consistent interpretation of KPI definitions and data, and resolve any areas of confusion or dispute.

5.       Maintain the currency of the Competence Management Database, updating the records as required and advising the relevant professional heads when competencies of personnel within their departments are due for renewal. 

6.      Organise training courses such as that for Personal Track Safety, advising attendees accordingly.

In order to carry out this role, you will be expected to have the following job skills, experience and qualifications:

·         Proven ability to extract data from safety management information systems using standard searches and reports.

Blueprint recruitment specialist Building Services division is currently recruiting an experienced M+E Resident Engineer / Clerk of Works for their rapidly expanding national client, based in Central London.  

	
Our client is one of the largest consulting companies in the UK and is currently seeking to recruit an experienced M+E Site Resident Engineer / Clerk of Works / to join their prestigious, rail site team.


As Resident Engineer / Clerk of Works you will have overall responsibility for overseeing the mechanical and electrical site installations.  You will have reporting responsibility to the Project Manager, and will ensure the needs of the business are achieved whilst ensuring full compliance with legislative and statutory standards.

Your duties and responsibilities will include but not be limited to:
•	Managing the efficient running of the site operations including supervision of staff.
•	Managing all aspects of the mechanical and electrical installations.
•	Reviewing the design drawings.
•	Actively promoting a high standard of Health, Safety and Environmental awareness. 
•	Demonstrating leadership whilst promoting highest quality standards and ensuring procedures and method statements are adhered to. 
•	Overseeing all preparatory work necessary prior to mobilisation, monitoring of site performance and costs.
•	Attend the tender, review and progress meetings with the contractor or client and ensure sub- contract orders and procedures conform to requirements.

You will posses the following skills and attributes:
•	Previous experience leading site teams or similar
•	Experience working within rail
•	Working knowledge of mechanical and electrical designs and installations
•	Sound technical knowledge
•	Experience working on site education projects 
•	Excellent time management skills and the ability to meet tight deadlines
•	Be computer literate
•	You will hold a full UK driving license
•	Self motivating, and able to work with and inspire the team
•	Good influencing and communication skills
•	Drive and determination
•	Forward thinking and able to anticipate problems
•	Ability to work under pressure
