Operations Planning Analyst

Serco Group plc is responsible for operating and maintaining London’s Docklands Light Railway. As an Operations Planning Analyst, you will strategically produce train service plans and schedules which are appropriate to meet demand. As required, you will also devise and implement special train schedules and replacement bus services for maintenance closures and special events. Other responsibilities will include creating duty schedules and rosters for train staff as well as leading and developing operational plans across the company for service changes and special events. To succeed, you will need a good understanding of train planning, train service scheduling and staff rostering and of the PSA working parameters. Knowledge of the performance regime, including the method of interpreting performance statistics from Alcatel’s SMC and other subsystems is ideal as is knowledge of Alcatel’s Seltrac moving block signalling hardware and software, track and trackside infrastructure. The role will report to the IT Projects Delivery Manager and the role responsibilities will include: • Project initiation including agreeing business need, defining scope (functional, technical and service) and initial project planning and budgeting including work plans, cost plans, quality approach, risks, issues etc. • Management of the project through the delivery lifecycle encompassing analysis, design, build, test, acceptance, pilot/implement, service and maintenance integration, formal closure with associated project controls activities. • Definition of project team roles and responsibilities and securing resources across the Development & Capital Project teams, IT technical resource teams, IT Operations and 3rd party suppliers. • Establish, drive and manage the IT project team and other contributing parties to deliver project performance to defined time, cost, quality and other relevant targets. • Manage effective financial, progress, risk, issue and change tracking and reporting with effective communication to key stakeholders through formal (e.g. Project Board) and informal methods. • Executing all IT projects within the project quality frameworks (e.g. architecture standards, project methodology, service acceptance criteria, programme reporting) • Plan and deliver effective service support and maintenance definition for new and modified IT services in agreement with the functions responsible for the service support. • Ensure all work activities under the role remit adhere to any relevant legal and statutory requirements and codes of working practices (e.g. CDM, Health & Safety on construction sites) • Conduct formal project closure including snagging list and financial closure, service acceptance, asset registration and post implementation review. • Developing and contributing to continuous improvement in regard to effectiveness and efficiency of project delivery and reporting Morgan Hunt Public Sector Ltd is an Employment Business for interim, contract and temporary recruitment and acts as an Employment Agency in relation to permanent vacancies.
