Description of the project
The project involves the construction of a passenger-dedicated high-speed railway line between the cities of Xian and Taiyuan. This 800km line will be built in two phases. The first phase, the subject of this offer, will be 610km. It will be divided into four construction lots: 120km, 130km and two lots of 180km. 
 
Qualifications required:
*The expert must have at least 10 years’ experience in the same position and in similar construction supervision projects
*Degree in Engineering (post-graduate studies is a plus)
*Full command of written and spoken English
*Experience in high-speed railway projects is advantageous

This is an exciting new role which will be central to the delivery of the Sub Surface Line project, for the provision of ongoing technical support for 191 new trains (1395 vehicles) including product safety and reliability.
You will be responsible for introducing initiatives to ensure train availability targets are met, through the analysis of train performance data and root cause analysis of failures. 
 

Key Accountabilities and Targets:
•	Deliver new train including systems reliability targets of 40,000km and any other set by the Project Manager and Customer and ensure the train availability targets are met on a daily basis, through the analysis of train performance data and introduction of corrective actions/short term fixes to get the train out and operating in service safely. You will provide daily, weekly and monthly train performance reports for the Project Manager and Customer. A part of this will be to attend and give presentations on train performance. 
•	You will conduct analysis of train performance data in order to identify the root causes of failures, identify appropriate corrective action required, prioritised in terms of quantified risk / loss analysis and to minimise penalties due to train breakdowns in service.
•	This role will be responsible for the management of the failure mode analysis database to ensure that all train defects are captured (i.e. from supplier defects reports, warranty defects, in-service breakdowns, defects found on planned maintenance etc.) and that an accurate record of information is kept and is up to date at all times. This will enable you and the team to identify patterns of failures early and implement corrective actions to minimise long-term maintenance costs.
•	Management of the Fault Attribution and Penalty Claim Management Process on behalf of the Project Manager will also be under your remit. You will be required to ensure there is a robust process in place, which is understood and agreed by Depot Staff and the Customer, this is to include the reduction of penalties caused by our client and the accurate recording of evidence for each claim in the failure mode analysis database.  
•	Your work will go to improve maintenance practices for both routine and heavy maintenance by ensuring maintenance is cost effective and efficient through the application of reliability centered maintenance techniques; the reduction of expensive failures; equipment condition monitoring to recommend extension of maintenance cycles where it is safe to do so.




You will work closely with other members of the Project team with the implementation of the following:
•	Train improvement initiatives
•	Assist with the development of the failure mode analysis database to be used to manage the performance of the fleet
•	Work with Train systems technicians to ensure that train availability targets are met 

Experience:
The successful candidate will have prior experience in managing a technical support team and may have significant demonstrable engineering experience of train reliability. You will have knowledge and use of train reliability analysis and improvement techniques and experience of implementation of train reliability growth projects. Ideally you will have worked with and will have knowledge of Electric Multiple Units, sub-systems and components and an awareness of fleet maintenance depot operations.
 
Education:

You will have full Engineering responsibility for Signalling Design, Test &amp; Installation.  You will have responsibility for Design Managers, Testing Managers, Installation Managers, Senior Project Engineers, Project Engineer (Telecoms) and Project Engineer (Systems).  This role is also a key point of contact for Senior Managers across the disciplines and the client.


Role:
•	Lead and develop a robust procedure for regular use of sub-contract signalling installation staff with emphasis on competency and supervision and adherence to Network Rail and company standards/procedures 
•	Develop/Mentor relevant staff to act in the capacity of CEM and CRE and other positions as required 
•	Ensure the engineering team receive regular briefing sessions on all engineering, business and HSQE matters 
•	Assist with bid strategy and tender inquiries 
•	Responsible for ensuring all competency and Authority to Work Certificates are reviewed and kept up to date, together with logbooks and licenses. 
•	Ensure that the Maintenance Contracts are managed correctly and that the service meets contractual requirements 
•	Participate in major commissionings as required 
•	Provide engineering support to the various project engineers 
•	Ensure that the design/installation/testing staff are managed as a professional team and their performance meets business requirements 
•	Performance Reviews to ensure business targets are met and staff meet personal goals. 

Requirements:
•	Successful applicants will ideally hold Chartered Electrical Engineering status. 
•	You must be a IRSE Member
